Wim replacing the rails dowel is fairly simple, just tedious and time
consuming.
Desolder the joints and remove the rail, remove the old dowel, put in the new
one (make sure that the grain is crosswise, and not vertical, as much as
possible) solder the rail back in and drill new screw holes.
(if this is the route you choose just make sure that the action stack is
securely fastened without any out-of-line strains on any bracket.)

An alternative to replacing the old dowel is to use some of Webb's
Nu-Wood?........
Just clean out the old screw hole, pack it full of Nu-Wood, allow to cure
'fully', drill new screw holes and reattach the flanges.
 Either method works just fine.
