Maybe the rules should be:

1.  Do not rotate punching while leveling.
2.  Put them back the way they were.
3.  Tamp them down with an appropriate tool.
4.  Repeat until stable and level.

Leveling keys in the field requires careful attention to details like
the above.  The problem with new punchings is that they are not stable
enough for a finished regulation in the field.
