Terry,
    The taper they're talking about is indeed the last several inches pared down
on each rib. The little bit is left before sawing off the entire tapered piece
in order for it to act as a temporary clamp pad. Once the gluing and clamping
process is complete the cut is finished thus finishing the paring or tapering
and the job is done. A good idea really.
