 The market is replete with hammers having no inner, or re-enforcing, felt. 
The best way to tell what brand you may be dealing with is by the shape of 
the moulding. Abel. Renner, Issacs, Ronson, Tokiwa, Imadegawa (?), etc. all 
make models with no inner felt....so take yo pick, :-)
 Typically the 'light' versions of most makers will have no innerfelt.
