Yup! That's the way to do it! Although I think some grain fillers will not work this way. Some are a very thick paste that you apply with a spatula and then sand off. I've been using oil-based grain filler/stain by Interlux and Pettit. They are premium quality finishing products aimed at the marine industry. They are applied by brush and wiped off.
