Hi Guy,
                 I could be that it has more to do with stiffening the 
belly rail in this critical area.  Remember that the rail is often a lot 
thinner up in this register, and the rail to board glue joint, or contact 
surface is quite skinny.
Just another parameter to add to the mix.
