Hi Alan, 
Pianotek sells a wire cutter #WC-134 that cut piano wire nicely without any pieces flying at all. When the wire is cut both ends are held tight enough that you cannot pull it out until you release the tension on the handles. Of the 3 wire cutter I have these are my favorites.
