regulating Viennese actions

A couple of clues tells me that perhaps someone has installed new damper felts that are too thin and there then is not enough clearance between the damper wire and the lifter on the key.  I'm assuming that there should be enough clearance that the hammer is half way to the string before the lifter starts to move the damper.  Then there should be no (thump) on key release coming from the damper.

A bit of Teflon spray or powder on the  (jack?) usually does some good for the operation.  Those pianos are definitely noisy and have poor repetition.
