This is absolutely despicable and disgusting. This is no different then a car dealership swapping out the engine with one from another car. The action probably has a serial number on it somewhere in which case it is not going be the same as the rest of the piano. The action is as much part of the piano as any other component. The buyer has a very good case here. If I was the buyer I would not accept the piano and demand a complete refund immediately. Even if the dealer agreed to "fix" the problem the false business practices alone are more than enough to warrant termination of the purchase agreement. I certainly wouldn't want to be doing business with this person.
