This is pretty much the definition of inharmonicity.  Your statement would
be true if all the harmonics were perfect integer multiples of the
fundamental.

Out here in The Real World, where we have no Massless String and
Frictionless Surfaces (:-), the different materials, sizes, and types of
strings (wound vs. plain) mean that A220's 2nd harmonic could be 885 Hz
(they're usually higher, right?), and A440's 1st harmonic could be 882, so
if you tune the harmonics in unison, the fundamentals are off.

Most ETD's measure inharmonicity for you, and calculate tuning curves based
on that (see, for example, TuneLab: http://www.tunelab-world.com).
