plastic keytop glue

Isn't Elmer's regular white glue PVA?  I special-ordered PVC-E for =

               I had this problem with a brand new set of keytops that I =
replaced on an old grand piano at a church. I used PVC-E (Elmer's glue). =
It turned out that when I took 150 grit sandpaper to the underside of =
the new smooth plasic keytop and roughed it up a bit the glue worked =
