If you are going through all the pins twice, I'd say it's a pitch raise and
charge accordingly.  When it's a pitch raise depends on the situation.  3 or
4 cents off for a concert tuning requires a pitch raise.  3-4 cents off in
the home is pretty darn close for most homes and certainly would not be a
pitch raise for me.

Unless.........very discriminating client, rehearsing for concert, client
wants it that close, etc.  Every situation is different, and it depends upon
the clients desires.  Choose your battles wisely.  I've found it helps to
educate the clients once in a while as well, regarding the relativity of
"in-tune", and let them choose the degree to which it is.  If they give you
the "deer in the headlights" look soon after the explanation starts, I'd say
it's pretty clear.

So, decisively I'd say always tune to 440, exactly, or float a little, or
pitch raise, or don't.  Make the right choice for the situation at hand, and
get paid for the work you do.
