Well, no, not exactly. It should be as light as necessary, but no lighter 
(which differs in different areas of the scale) and as stiff as necessary 
(which differs in different areas of the scale) to accommodate the string 
scale and bearing schedule (in each specific area of the scale).

If that means it needs to be able to support the bearing load (in each 
specific area of the scale), yes.
