Ric,

It's a part of the OS that Microsoft released after XP, so developers have 
to include it with their software.  It's just like the Java Runtime, or 
Visual Basic's VBRUNxxx.DLL, or MSVCxx.DLL, or DirectX, or similar OS 
extensions.  Microsoft will bundle it with their next OS release (it's 
already in Windows Server 2003).
