snappy tuning pins

I have this snappy problem on an old S&S A - like o.l.d. - elephant legs... 
the lot. Do you think you could explain how you "apply" as in when you said:

Do you remove the wrest-pins or just dribble the stuff at the point of entry 
into the pin block?
