The final fit of the pin in the felt should be firm but not tight ... whatever that means. Check swings, drop, or grams and burnish as necessary. Terry, I've learned two ways of sizing with pins, and both have worked for me. One is to get the pin size by fitting it to the birdseye, get the cloth through the flange, then use the smallest pin you have just to get the felt glued in, essentially just using the pin as a clamp, then ream to size(once it's all dried, of course). The other is to use a pin one-half size smaller than the one you've dry-fit to the birdseye to clamp the felt. This also sizes it (more or less) in the process.
