How to adjust let-off with no adjustable capstan?

Have you tried grabbing on with a pliers and using a dowel under=
 it for leverage and seeing if it moves up a bit?

Hi List,
As a further to the image I sent, and the query. The piano is a=
 Braumuller, made in New York.
The capstans, are like nails, unable to be adjusted, I can't find=
 any way to adjust them.
Any ideas??
