I see no difference in your statement and mine. (?) The fudging comment would apply as in the following examples: Hammers are sluggush and or too loose (add time); inexperienced tech doing the job with instruction manuals laid out all about him (charge no more than the guide time, even if it takes you a month); action has received regular attention by competent tech (estimate/charge charge less than the guide); can of Pepsi spilled into the action (add lots of time); rabid wombat died in the action cavity three weeks ago (decline the job, or refer it to a Piano Wombat Specialist PWS).

INCORRECT! Obviously, you didn't read all of the RLG!<G> All times are based on an AVERAGE between skilled technicians and the Olde Apprentices level of competance.
