Obviously,  you haven't heard of the "G" Piano Works Repair Labor Giuide! If 
you  have one, then you didn't read it very  thoroughly!<G>
Regulation is  a Man Hours Item. whatever your Hourly Rate is times the 
amount of time it  took you to do the work = Cost. 
As we all  work faster/slower than others, such is the  reason for the RLG. 
It is an  average system that makes it fair to the Client and to  YOU.
