No, you can't. Local Stupidity can easily overwhelm Federal 
Stupidity in random specificity by sheer force of numbers and lack 
of detectable cause and effect, though Federal Stupidity is more 
durable, uniform, invasive, committee generated, indelible, and 
generally all pervasive.

Grading on the curve puts everything in the perspective of your choice.

I'll give it a three. Borrowed melody line, erratic rhythm, hard to 
dance to. Too familiar.
