There seems to be a lot of  heavy weather being made of this backing  damper 
felt.
Surely, the simplest way is to cut strips of the backing  felt initially too 
wide.  Apply a coat of the fabric adhesive to the  strip of damper felt and 
lay it on the strip of backing. Stretch the damper  felt strip gently so that is 
remains as straight as possible.   When  the adhesive has dried, offer up a 
thin steel straight-edge right  up against the strip of damper felt and run a 
scalpel down between the  sraight -edge and the damper felt.  Because the 
scalpel blade is so thin,  the backing felt will be perfectly flush with the damper 
felt.  You will  have a perfectly trimmed strip of backed damper felt.  You 
will then just  offer the backed strips to your guillotine and chop as many 
pieces as you  need.  This technique obviously applies to strips of clip and 
wedge as well  as your tapered strips of flat felt.  OK, it may be a little bit  
wasteful of backing felt and scalpel blades cost more than sharpening a knife,  
but who cares if you are aiming for a perfect job.
