I found that it was a friction problem over the felt, behind the agraffes. Two or three drops of Pro-Tek on the felt, right over the string, completely solved the problem for that tuning, and 6 months later, another two or three drops was needed again. It has been almost a decade of this and it works on that piano every time, (no problem with the lube moving into the pinblock area, either).
