You have to pass the written exam before taking the Technical or Tuning exams. You have to have passed one of those latter two in order to apply for the sholarship, which pays the convention fee and the fee for the last test you need. Hotel, travel, and meals are not included. You need to talk to your chapter people, get the PACE checklist, find the curly end of the Yellow Brick Road and start skipping and singing your way to Oz.
