I made a bunch of test strips up on metal, and tried a bunch of can-brands. I liked the Sheffield, best, probably. But don't remember if I tried the Behlen. For topcoating I have used "Deft" spray cans with good results/minimal disturbance of the metal flake beneath. But it can give you quite a scare by turning everyhting dull brown befor it fully dries and gets nice looking again. Always experiment with anything anyone recommends.
