Hello Ed.
 
   I use masking tape.  Use two pieces one on
ether end of the felt the other end attached  to 
the whip. 
 
  One tuner I know uses rubber bands in much 
the same manner.
 
   I am always open to a better and faster method
of doing this or any other a job
