  If you are able to achieve a perfect mating between the old and new wood - no rocking, no gaps, etc. - aliphatic(Titebond) should work fine.  Given the fact that this is not real easily accomplished, if in doubt, use a good epoxy - NOT the 5-minute stuff.  Dowel it if you want, but it is probably unnecessary if the jointery is good.  I would certainly be tempted to explore the possibility of relocating the screw hole, but you are there, I am not.  Circumstances usually, if not always, dictate the course of action.
