Lack of low frequency response

Hmm..... which points in the direction of something not allowing the 
soundboard to vibrate ... i.e.  in some sense or another too much 
stiffness.

What about the idea that the rib structure could be could be too 
shallow.. i.e. the soundboard not stiff enough ?   I have seen many 
pianos with this basic sound picture really.... like I said pretty 
common in some of the old eastern European... Zimmermans for example. 

If one assumes this is a soundboard construction issue.... what 
different causes could be involved ?

    I can't speak to any brand having this problem but usually when I
    encounter this, I find the plate binding on the bridge.
