One reason for high spring tension is high hammer weight. Taper and square the tails to the shank, this will necessitate an even lighter spring tension, it helps for touchweight as well. The last two Samicks I worked on, I tapered and re-arced the tails and graduated the weight. Moved the knuckle out to 18 mm and moved the stack back about 3 mm.?
