Yes, they are. Made by Stanley. Available at Ace Hardware Stores. There is also Phillips version.
HOWEVER,....it is not the tool to use for Rocker Capstans, IMO. There is available from Renner a very good off-screwdriver that is far more efficient and exacting. As it is a duplicate of the original one used in factories, it actually WORKS!<G>
The problem of the ratchet types, is that you cannot get the tactile feel that is needed to accurately adjust rocker capstans.
I do use the ratchet off-set thingee for extracting upright spring rails. They're pretty good for that sort of thing.<G>
