Any memories of this treatment ? Joel, the silicone oil was mixed with naphtha, I believe 1:7. The naphtha acted as a diluent for the silicone and a solvent for whatever gunk was in the bushing. The silicone oil provided residual slickum. This was effective on a particular type of gooey center, but many people used it indiscriminately on centers that were too tight and should have been repinned. It wasn't as durable on them.
