My first guess would be that the key is not resetting fast enough. 
Either sluggish
bushings or balance hole (possibly too deep). Too much lead in the 
front of the key,
too strong of a wippen assist spring. So it's not rebounding off the 
rest felt as much
as it's rebounding but the capstan.

At least that's my speculative assessment.
