Matthew,
>From your wording below, you may have missed the meaning of birds-eye? The
birds-eye is not the hole itself, but the raised mound around the hole that
gives clearance. So, bushed parts, such as the flange in your example would
not have a Birdseye, only the unbushed parts.

This may be exactly what I need Jon.  My problem has been getting the flange
birdseye in line with the jack birdseye.  I was working on a Yamaha today
with plastic jacks, so I don't know if it is more difficult than the wood
ones.
