Restringing is only a part of the restringing job. Pinblock, soundboard repair (assuming replacement is not in order), resurfacing, repining and renotching the bridge, reshaping the capo, changing agraffes, refinishinging the plate, reassessing the scaling (not to mention damper work) should all be considered within the scope of a "restringing" job. That argues for doing it all at once, pulling the plate and being as thorough as possible. Not likely you'll have the strings off of this piano again for many decades. You should take advantage of that opportunity to address all the things you can that might need attention while you have the strings off of the piano.
