Do you mean the backtouch?  If you really want to cheat, use 
double-sided carpet tape.  Otherwise use not too thick hot animal 
glue as follows:  Get everything ready. Mask the rail leaving exposed 
only the strip that you want to glue.  Warm the wood a little with an 
iron.  Quickly and evenly brush on the glue for about nine inches, 
lay on the backtouch baize and clamp it firmly down with spring 
clamps (eg. Pony) and a strip of wood about 1/4" thick.  Then glue 
another 9" and so on till you're finished.  There must be no glue, no 
matter how evenly applied, under that part of the baize that actually 
touches the back of the keys and most good pianos are arranged so 
that this rule can be applied.

For dampers use fresh hot glue made up fairly thin.
