Damper Spoons Touch Lifter Rod

This is a c1980 Kimball. I doubt the spoons have been pulled up. Perhaps a dozen are actually touching the damper lifter rod. I think it was just placed too close to the spoons at the factory. I've never seen this problem before, either. I've never tried driving the rod brockets in top raise it, but I assume they are a press fit.
