They look like an amatuer job of replacement and possibly not heavy duty enough for a piano truck? I also am looking at that shiny wheel and wondering if it is some sort of plastic rather than a solid rubber or phenolic or polyurethane that can withstand the weight and forces it will be subjected to. I believe Wm. also has a point about the arms being loose also, perhaps some further investigation into the how, who and why that dolly and those wheels came to be there is in order.
