Ron,

There must be a translation problem with the article, because in English to elongate means to stretch or make longer, but I think Fenner is talking about one string simply being longer than another. He refers to upper and lower waste end. When I looked at the Steck with the extra long upper waste end I thought that might be why it doesn't stay in tune. Vince pointed out that where this happens there seems to be more instability. 

I'll go throw rocks at the article now; I think the short backscale thing is ludicrous because of my actual experience with it, so if that leads me to wonder if anything in it is worth studying.
