Aha! So you've been tuning too many good pianos! Probably just a tight balance hole or front key bushing. But even if the customer reports a key, it could actually be the hammer pinning to blame. If it's a front-heavy key, it could droop when a hammer sticks. I always test for slow action parts with the damper pedal down, so as to remove the extra "weight" from the system.
