Why not work out where this problem is coming from.. Press the damper pedal and if the hammers bobble, it isn't the damper springs. Play a few test notes with the damper pedal up and then depressed. If there is a huge difference in resistance, then I would look at the dampers a little more closely. Chinese and Korean uprights of the 80's and 90's did have tight springs (some brands) however I found that it was a resistance problem and not a hammer problem. I have not had any problem with the Kawai or Yamaha uprights...if they are regulated correctly.
