You might try cutting some felt to fit directly on the speaking part of the strings.  You will of course lose sustain, but it does quiet down a loud piano.  If you don't like the effect, it's removable, and not expensive.  You can even use the felt key cover that comes with most Asian and Chinese pianos.  Just cut it down in the treble area.  Worth a try..

This is NOT the correct answer, but as a stop-gap measure (like if he has a biz mtg before the proper solution can be applied) he could wedge the shift pedal down. I'll defer to others for the proper response.
