As I have said on several occasions before it is absolutely NOT 
necessary to use bomb-quality peroxide.  12%/40 vol, which is the 
standard hairdresser volume or 18%/60 vol will both work fine and are 
what I have used on thousands of ivories over many years.  Perhaps 
you are confusing vols with percentages.
