Richard,
    I was gonna suggest the grommets but Duaine beat me to it.
 After the last post from you I'm thinking loose whippen screws .
 Without removing the action  you can lie on the floor and gently insert a 
screwdriver between an offending note and the neighboring flange whilst 
playing the key.
 The side pressure will stop the flange from moving between the rail and the 
screw. The telltale loose flange noise will stop if indeed that's the 
problem.
 Then you can propose to remove the action to tighten the screws  (after you 
have a new set of grommets on hand ) and tend to the other possible- likely 
problems . Loose hammer heads and catcher shanks, squeaky damper rod , it's 
bushings and the spoons.
This ain't the most exciting of projects but with a  few hours effort a 
spinet can rise to an acceptable level for many players . --Now if it's a 
"Grand " spinet, Kincaid or most Kimball Whitneys then I'd punt.

P.S --check the letoff rail screws at the forks also.
