A lot depends on how much room you have under the plate.  
1.  A mirror might tell you if the holes are drilled all the way through,  and if there is room, a very fine drift can drive the 
stub out of the plate onto the soundboard, (or a magnet taped to a soundboard  steel).  
2.  A new hole can often be drilled 13-20 mm away and a new pin just hammered in. 
 3.  A downward spiral usually begins after 1 & 2
