The drills are cheaper, and comes in any size you want or need.  And the
holes you drill are very clean when you clamp them down before drilling.
Try it, you'll be surprised how nicely it works.

Why not use a punch the size of the pivot pin?

They are good for making all sorts of punchings.  I like to make oversize
punchings for trapwork between the lever arm and the mounting blocks.  I
clamp the felt of desired density and thickness between two pieces of wood
and drill a hole the size of the pivot pin all the way through.  This leaves
a nice clean hole in the center.  Then center my punch in that hole and
punch it out in the chosen diameter   Oversize  punchings here make the
lever arm more stable.
