I need to adjust a Young Chang (circa 1991) Damper Upstop Rail that has apparently slipped a bit and is allowing the dampers to rise between ¼ and ½ inch.  Can anyone give me some information on how to adjust the rail or provide me with a place to look for information on the procedure.  Any help at all will be greatly appreciated.

Your description is confusing. You say the damper upstop rail has slipped, but that the dampers rise too far. If the damper upstop rail has slipped, the dampers would not rise at all. I believe what has happened is that the damper pedal has lifted all damper upstop rail too high. So there are two steps to solving the problem. 

First you need to adjust the travel of the damper pedal so that when you press a key with the damper pedal depressed, the dampers do not move. The adjustment is a capstan like screw between the the trap lever and the bottom of the keybed. 

Next, you need to adjust the upstop rail. The easiest way to adjust the upstop rail, is to press 4 or 5 black keys and clip a clothes pin on the damper heads, keeping them  raised up. Remove the action, and adjust the upstop rail to the same height as the raised up dampers.
