Why can't a pitchpipe be used to set the temperament ?

Are you talking about setting the whole temperament, or just the A. 

If you're talking about setting the whole temperament using pitch pipes, electronic or not, then you really don't understand the concept of what setting a temperament is all about. 

If you're talking about using the pitch pipe just to set the A, then that's allowed already. To set the A, the exam allows you to use any means at your disposal, except an electronic device that measure pitch, (Like s RCT or SAT). You can use a tuning fork, an electric fork, or a pitch pipe, if you so desire. Regardless of the device, it is the responsibility of the examinee to make sure it is calibrated to be at the correct pitch. So if you're using a pitch pipe, it needs to be at right at A440. The examinee tunes the A using whatever device, and then the A is measured against the Examination's A.  A 1 cent tolerance is allowed, and then 1 point is deducted for every one tenth of a cent the piano's note is off. 80 is passing, which means the piano's note cannot be off by more than 3 cents. 

Our question to you, Duaine, considering that you admittedly cannot hear beats, can you tell a 1 cent difference in pitch between the pitch pipe and the A on the piano. If you can, great. If you can't, it won't make any difference what we tell you, because you won't understand what we're talking about.
