Avery,
Try Flitz metal polish and a cotton rag.  You can always swap out 
rags, so there won't be any expense on the polishing wheel.  If, 
after you spread the polish on the capstans, you let the Flitz sit 
for a minute, it does a nice job of removing whatever substance is on 
the capstans.
