What will the school do to the student? Will the student be=
charged for damage, be expelled, or anything?

I indeed suggested expulsion after the student is billed for=
moving and repairs. The response only included concern that the=
student might have been injured, and concern that the university=
had not provided proper security. It does not appear that the=
student will have to take responsibility.

When I was at CSU Long Beach, we had students making copies of=
master keys with no consequences while other students were=
getting kicked out for selling a pack of gum at the bookstore=
 for a reduced price.
