[CAUT] Query about "Cold Storage"

I think the problem with storing in an unheated garage, is moisture, from 
the cement floor.
If it is on a piece of plywood, with a plastic cover. That would protect it 
somewhat.
How about a Dampp-Chaser rod and a quilt over the top, as well.
