Just in case it's necessary to quickly clarify one point..... It's not only State institutions that have a problem rewarding merit increases. Private schools also have a way of locking non-faculty employees into nominal 3% annual increases. On paper maybe this sounds consistent with a community based democratic philosophy...... but it doesn't hold up. The only way around that is to be re-classified into a different level. We have about 20 different levels of classification for non-faculty employees. Merit is not a consideration. I think it is presumed you have merit or wouldn't be here.
